Fault to the main power supply regulator section. Either it will be a separate board, or the part of main board. Check and replace damaged component/s at its main power regulator [SMPS] section circuit. Contact any service technician. If you wish to get some details; check the site linked here. It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.
Hi, Symptom shows that Mani Board is bad in your TLX-03210B Polaroid TV and need to be replaced. I do not see problem of capacitors in power supply board. Problem seems in system control section of TV that is located on main board. Click Shop Jimmy as it is best source to obtain boards of LCD TVs. If you are still getting Sound, then most likely the bulb has burned out, (If you have a Rear Projection set). If it is a flat panel LCD, then the problem could be the electronics that power the
fluorescent bulbs in the back of the LCD panel. Those bulbs will last about 10 years or so, but the electronics, (like the balast & amplifier), could have died. Please check your Cust Service Manual that came with the set & look for your symptoms, and that should help. Either way, a qualified TV tech will need to check it out.
first try to follow the automatic reset method by unplugging all the wires from the electrical outlet whic connects the tv such as the power cord ,the dvd player or any other devices connected to the tv externally .then plug it after sometime and ON the tv.

its the problem in the capacitors and the--- ics--- on the main power supply boards.as some of the caoacitors and --ics--- are blowned out or bulged up on the board and not supporting the tv to start normally.so please check the board and get the faulty one replaced and also check for the blowned out fuses on the power supply board.as the blown fuses can also cause this problem.
