If this is the only CD that you are having problems with then there is probably a flaw on the CD that your drive is not able to correct for. If possible you might try and have the CD read by another drive, either your own or if you have a friend nearby have them try to read the CD on their equipment. If it still won't work you can try and see if the company that made the CD has a website with a customer support team. Often times if you contact the company via email and explain that you are unable to use their CD they might be willing to either send you a replacement CD or have you download a new copy. The problem with a lot of CD's is that they are often produced in one production run and once they are all sold there is no way to get any support for them.
The other possibility is that your drive has either a dirty laser lens or some kind of a mechanical defect. Since replacement drives are so inexpensive (you can purchase a good DVD/CD reader/writer for $40-50.00), it is cheaper to replace the drive rather than pay a repair shop the minimum one hour labor charge at $70-90.00 to diagnose the problem. You could try and purchase one of the lens cleaning kits that are available at most computer retailers for $15-25.00. Many of them don't really do a thorough job of cleaning the lens, and some of them are unfortunately abrasive enough that they may actually damage your lens rather than clean them. Again, you could have your local shop clean it for you, but their minimum charge for the job may actually be almost what you would pay for a replacement.
To summarize, if your recipe disk is the only one that your drive will not read you can try and contact the manufacturer for assistance if they have a website. If the problem is the drive itself your can have your local repair shop either try to clean the lens or diagnose the drive for mechanical issues. The cost to do so may be more than replacing the drive. Make sure you find out what they charge before having them do anything for you.
