The pc lock has been activated. A keyboard has a set of lock pins on it that is right in the same pin group as the pwr switch, reset, spkr....ETC... It is there so that if someone wants to make sure that the case of the pc is not opened they connect the pins to a lock. It is there to secure the info on the HD, or to keep theives from taking ram or video cards, ETC....
it usually is just sulkscreened as "lock". The bios hsa a secruity setting to activate the lock. Make sure that the pins for the lock are not connected to a lock, and go to your bios by pressing the del key or F1 key on bootup and make sure that the lock is deactivated..... Thant should solve it, If worse comes to worse, find the BIOS reset jumpers and short tem out, this will reset the BIOS to factory settings, which by default is "UNLOCKED"
Good luck,
James.

Does this always appear on the screen?

First of all, make sure your Unit is not prone to bumps or can have contact to any metal. I have encountered this problem when I forgot to put the chassis cover back, so i put it when the computer was running. So I just Long pressed the Power Button, attached the cover, then started my computer. It works just like before.

you need to go into the bios of your pc.....usually pressing the delete key when you see the first logo screen after booting up....look for a section that relates to errors and what the bios is supposed to do when it encounters an error.
i.e if you see a line in the bios that says "halt on all errors" disable it and when you next boot up the bios will not stall.

Chassis Intruded, Fatal Error.....System Halted

I'm not familiar with that particulat model, but I'd guess the motherboard has a chassis switch connector, and senses the chassis be open. Could be because: - chassis open (close it), - switch defect (as a workaround, you could short-circuit it, or just unplug it - whichever solution works for you). As another workaround, you can probably disable this switch in BIOS.
