I have a phone that got wet, not totally submerged though and was able to get it working again. I took the phone apart and using alcohol cleaned anything that looked like it could be corroded. Keem in mind that the circuit board is extremely delicate and unless you are accustomed to working with electronics I would stay away from touching the board. The most important thing is to take it apart to allow the nooks and crannies to dry out. I have had friends do that and only that and got them working again. Get the phone apart and blow dry, let sit, blow dry, let sit etc... If you have a dehumidifier set the phone near it. Do this for several days to a week and then, only then give it another try. If you didn't fry anything already this might work.
