Usually because of the vga cable. Try to replace with another vga cable.

Shut down the computer, load into BIOS, if problem exists, the issue is likely with the monitor, try another monitor, if issue exists, else if in BIOS, the display is perfect, the graphics card driver needs to be updated or the graphics card needs to be replaced.
