I had this exact problem and all I had to do was switch the handsets. Place handset #1 with the base that is plugged in to a jack, etc. It only took me 2 months of going without the second phone to figure this one out and it didn't come without way too much time looking for a solution on the net. Even then I just kind of guessed through the solution. Hope this helps

well there either should be a switch on the outside of the phone or on the answering machine part, but also, if there is a + and - button on the actually phone part to turn the ear piece up, when you are not on the phone, hit the + button and you should hear the ringer, hit it until its the loudest.
