Possibilities:
* the 'A:' drive is not getting any power -- check that the power-cable from the power-supply to the back of the drive is connected
* the "data' ribbon-cable between the motherboard and the drive is not fully-connected -- check both ends
* the "data' ribbon-cable is wrongly-connected, i.e., "pin one" on the ribbon-cable is _NOT_ connected to "pine one" on the diskette-drive -- if the red lamp on the front of the diskette-drive is _always_ on, then this is the symptom of this "cross-connect".
* the diskette-drive physical mechanisms (that move the read-write head, and spin the media) have failed.
* wrong configuration within BIOS-setup -- be sure to select '3.5' and '1.44MB', not '5.0', and not '1.2MB'.

My computer keeps reading diskette 0 seek failure on a black screen and wont start how do I fix this issue. I have a dell desktop computer

You might get this error if there is a non-bootable diskette in the drive. Remove it if so and you might have a normal star-up.

If there is no diskette in the drive, you may have a hard drive failure where the computer can't start normally and is switching to try the floppy.

Do you use the diskette drive? If not remove the power cord, open the case, unplug the cable to the diskette drive.

Diskette Failure F1 to continue or F2 to run setup??

Your computer is looking for a Floppy diskette drive. If you entered the BIOS ( setup menu ) and selected default settings to be applied it selects the first boot-table drive as the floppy diskette drive. You have to disable the floppy drive if you don't have one.
