Your computer has a list of devices to _try_ to "boot" (start-up):
* 3.5' diskette
* USB device
* USB-connected external CD-ROM
* your C: drive
* the internal CD/DVD
* over the network, if your computer's network-port is connected to a network-accessible boot-server.
So, the error-message means that either:
* the "order" of devices _excludes_ your C: drive
* your C: drive is "dying" -- and does not _always_ respond
* the tiny battery on the computer's motherboard is "dying", and it's "forgetting" the BIOS settings, including the fact that the C: drive is available.
When you enter BIOS-setup, your computer "finds" your C: drive, and everything works fine, even when restarting.
So, first get a qualified technician to replace the battery on the motherboard.

This is an _independent_ problem -- the battery is not recharging as quickly as when it was new, and it does not hold a charge for as long as it does when it was new. Replace it, if you need to frequently use the computer via battery-power.
