The SciScan and SkyScan atomic clocks are very similar.
The instructions are embossed on the battery door of the indoor clock.
Replace the batteries in the remote temperature sensor first.
Remove/replace the batteries in the internal display unit.
Reception for the atomic signal will require up to 30 or 40 minutes.
The temperature sensors will be displayed almost immediately.
Just followed these instructions, and it works.

Seems to be a consistent problem with Skyscan. I have the 88800 model and my outdoor transmitter isn't transmitting the temperature either. We've replaced the batteries in both the transmitter and clock and nothing for outdoor temp. It's only been used for 9 months.
