remove the usb device
try deleting the registry entry.
reboot
reconnect the device
If it does not work, Try a re-scan at regedit.

If it works, back the registry perhaps using the export function.

If you cannot start and repair in Safe Mode, you will have to reload the operating system. When you do that, you will loose all your documents.

try to dettach the dvd rom and attach again ,maybe there's a lose connection in rom terminal.

To me that sounds like something got corrupted with Windows, if you have a restore CD, or know how to reinstall your OS I would recommend that, AFTER you back up your files though as you will lose anything you had saved on there. But that could fix it, or it could be the drive is bad also.

You should really give more detail on the issue for people to solve the problem quicker. If you can't see the dirve on your drive list but it show up under device manager and getting error 39 you can try the following link.
