What do you mean?

What do you mean by a hard reset on the camera?
I've tried pretty much everything but I have no idea why it's not working.

I dropped my camera in a shallow bowl of water, and took the battery and card out straight away and left it to dry out overnight. I've tried it again today, and its taking photos again, and the lcd...

1. The best thing to do is to factory reset the camera to be sure everything
is in the default setting. Look in the manual or menu to RESET the camera.
2. If this does not work, you can try is to remove the battery and wait a day,
then put the battery into the camera again and recheck.
3. If that does not help either, your camera might need repair/maintenance.

I've tried all the ideas for a locked digital camera lens and nothing is working. We were on a pretty dusty road the day it locked up, so I'm assuming... Any other ideas?

You could try using some compressed air to see if any dust comes out. If that doesn't work I'd talk to the manufacturer of the camera.

My Nikon D40 shutter won't depress when pressed. Flash pops up but nothing will focus and shutter won't depress. When changing to another AF-S lens...everything works fine.

Try cleaning the contacts on the back of the lens in question.

Since another lens works fine, we can probably assume that the camera's working fine and that it's the lens at fault. If you can, try the lens on a different body. If it fails there as well, that would be pretty conclusive. If you can't, then you may have to take the lens in to a certified Nikon technician for servicing.

If nothing else works, try using a usb card reader to get the pictures into the computer's hard drive.
A nice usb card reader is available in all electronics stores such as Best Buy, Walmart, RadioShack, and so on.
