check the belt, it might be stretched or broken
or carpet fibers and hairs may have clogged up the brushes to keep them from rotating
let me know if this isn't the problem

May I ask why my solution was inappropriate? With all that you provided for information on your problem, I don't see any other reasonable explanation without seeing the problem or having you expand on the problem

I have an older version of this vacuum and there is an on/off switch for the brushes up on the handle (separate from the power on/off). Another feature is that the brushes will not rotate while the handle is in the upright position.
