As for MOST cameras/camcorders today, no special drivers are needed. Windows native drivers will do the job.
I guess what you're looking for is a video editing software.
If that's so, please specify the name of the actual software you need, or maybe I could recommend on some good replacements, that will meet your requirements...

OK, I got you.
Few things:
1) When connecting to the computer, have you switched the camcorder to "play mode"?
2) Did you connect the USB to a rear USB port or a front one? REAR port are ALWAYS preferable!
3) Which operating system are you using?

This driver should work for you, if you're using Windows XP (though it might work on other versions of Windows as well).
You'll have to manually install it.
Note: The archive also contain a folder/driver called "dvd-ram driver". I guess it's not necessary for your problem but you may install it as well if you wish...Download the driver. A free sign-up to DriverGuide might be needed.
Extract the files from the archive to any location you'd like.
Go to Device Manager.
Find the camcorder driver (should be marked with a yellow question mark or exclamation mark - if it's recognized by the computer - OR would be under Imaging Devices if it's already been installed by Windows).
Right click on it and select Update driver.
If you're asked if you want windows to search for the driver online, select "Not as this time". Click Next.
Select "Install from a list or a specific location (Advanced)". Click Next.
Select "Search for the best drivers in these locations" and check the 2nd option ("Include this location in the search").
Click on browse and point to the directory containing the extracted files. (Point to "usb driver" folder).
Click Next. The driver should get installed.
Click Finish and close the Device Manager.

I wish you hadn't rejected my solution, as we were making some progress together...
Anyway, you don't HAVE TO use the original software that was on the disc. All you need is a DVD player software!
2 options:
1) Installing codecs pack, which will allow Windows Media Player to view those files (the BUP ones are the actual videos). Download and install K-Lite Codec Pack. During install make sure to make Windows Media Player the default player for ALL file types. This would be MY preferred option!
2) Download and use a designated DVD playing software, such as BSPlayer.
Hope you'll accept my solution(s) eventually...

according toownermanual a CD-ROM disk is comming with the unit. the softwares on th CD are
1- USB Driver
2- DVD-RAM Driver
3- DVD-MovieAlbumSE
4- MyDVD
i've checked with Panasonic,the original CD is not on their download site and has to be ordered,that would takes 3 weeks !!
my problem is if connecting the camera through USB, thePC does not see the camera.I think if at least i have the proper USB driver to stablish the link the rest for the editing stuf wouldn't be needed.
it is connected to the back. sees the device,checked the property, says you need the driver to be installed. code 28

THANKS .WE ARE ONE STEP AHEAD. Somehow the USB driver seems to be parcially working I mean pc sees the camcorder now and can download the photos. But I cannot open and view the movie recording. the file types are;
VR-MANGR.BUP
""" .IFO
VR-MOVIE.VRO
VR_STILL.VRO
as I mentioned for downloading the data, Panasonic site is talking about adriver with the nameDVD-MovieAlbumSE.
