My kenmore elite top loading washer does not put in cold water. I can wash with hot water with no problems. I have even switched the hoses around thinking that i could wash with cold in the hot cycle but that don't work. I know that water is flowing free through the hoses. What could be the problem?

it sounds like the hot water supply hose on the back inlet water valve is not opening up,to check it switch the hoses,cold on hot,and hot on cold,put the washer on fill cold,if hot water comes out you know it's the water valve-mike
You could try reversing the water lines and see when you select hot if cold comes out strong. If it does not then it should be the valve. If it comes out good in reverse, it could be the tempature sensor. Here is the link to parts and diagrams.
if you choose cold/cold then check your hose orientation. you could have put the hot water to the cold solenoid. or the wires have been interchange, the hot water wire was plug to the cold solenoid and the cold water wire was plug to the hot water solenoid. or hot water is still flowing to your cold water line.
if the cold water solenoid is the problem, then there should be no water at all going to the tub.
try to experiment, try to switch to hot/hot and see what would come out...
