Make sure the indoor filters are clean. The outside unit will continue to run until the indoor reaches the temperature you have selected. Dirty filters can throw the temperature out. Its common for outdoor units to freeze up when on heating mode if the ambient air temperature is below 5 degrees Celcius.. The machine should however, defrost itself. There could be a problem with one of the pipe or air sensors on the outdoor unit.
your fan most likely is wired for low speed for heat which is common. this should be determined when furnace is set up properly. motors that aren't modulating motors and are multispeed motors typically have low medium and high taps that come off the motor and go to the corresponding relay on the board. low and medium speeds are used for heat and high and medium speeds are used for cooling. but only one speed for heat and one speed for cooling many times medium never gets used. im not familiar with klimaire is this a mini split system and not a regular air handler. cause speed control should be adjustable from the remote. if its a split but if not reaching desired speed due to a malfunction in the units could cause it to run low speed just to maintain the temperature exiting the indoor unit.
the condenser fan will start as soon as the compressor turns on( that is the outside unit)

heated and/or cooled air from the system, however, the device is
designed so as to not cause the fan to be actuated due to changes in the
duct work temperature which are due to changes in outside temperature
or causes other than the operation of the system. A sensor which is
located in the duct work controls the operation of the fan in response
to temperature changes only if the sensor control circuit is first
energized by the operation of the system.
Does it keep running or shut off after a bit? the fan will run untill the coolant tempeture switch is satisfied, but chrysler mini vans are notorious for electrical problems that usuall surround dash problems, could be a bad collant temp sensor or a stuck relay
Bad control board on the condensing unit up top. The board needs to be replaced as it is sending the message that the system is calling for cooling/heating all the time and doesnt know what to do. If you continue to let it run this way you will ed up having more major issues

The unit is designed to run the indoor fanmotors continuously when in cooling mode on both indoor units (evaporators). The reason is that this circulates the air and the temperature thermistor or sensor is able to sense return air temperature and in turn start or stop the outdoor unit and compressor as required according to the setpoint temperature. The reason for either unit not reaching setpoint temperature can be a couple of reasons. A) Incorrect design - the unit may be too small for the application. You can calculate this roughly at 650BTU per square meter of room in a relatively warm ambient climate. Or secondly B) The outdoor unit has leaked and is short of refrigerant. You can check this when the outdoor unit is running by feeling the thicker copper tube on the right hand side of the unit. This should be cool to cold. If no temperature difference is felt, it is short of refrigerant. Hope this helps you. Goodbye
