Can't set up dial-up connection

I can't set up a dial-up connection on my sister's hp laptop.
The modem is a Motorola SM 56 Fax and speaker phone modem. I get a message when I try to connect with the AT&T Dial software and when I manually set up the connection " error 633 modem already in use or not configured properly." I am not a computer wiz..but it says the port is COM 3. and when I looked at the log when it failed to connect, it said that "opening modem failed with error 00000003." She has Vista on the laptop. My phone line is ok and it doesn't have call waiting or anything on it..and I connect my other computer to it. I use the line only for my computer. I tried it on a line for my phone and it doesn't work on that either. I set up a connection on another computer running Vista and I had no problem.
I am going nuts over this. She died and my other sister gave me this machine.

Restart the computer.
Enter BIOS setup.
Click to "disable" both the COM1 and COM2 (or Serial1 and Serial 2) ports.
Save-and-exit from BIOS setup.
Restart Windows.
The modem should now be assigned as 'COM1', and should work.

All you need is to configure with appropriate setting.
Go In control panel.
Open Internet options
Then click on connections
Next to Dial up and Private network settings click ADD
CLICK NEXT with the first option selected.(DIAL UP TO PRIVATE NETWORK)
The phone number is provided to you by your ISP.
Here in mauritius we use orange and it 3121212
then click next and finish
Then type your username and password.
Here in mauritius we have username: telco and password telco
You must ask your ISP accordingly.

Code 10 problem showing in on modem(device manager)

that is a problem with your DIAL-up modem which is the old style, use your phone and dialin type of internet connection. so basically if you're on high speed you dont really need it, you can right click and disable. if the modem is in a desktop in a pci slot, you can actually just remove it all together. code 10 means the device wont start either due to hardware failure or bad drivers...but again, its a dialup modem and oyu're on highspeed so you dont even need it.

Try this:
How to disable the V.90 protocol

1. Open "My Computer".
2. Open "Dial-Up Networking".
3. Right Click on the icon used to connect with, then Left Click on "Properties".
4. At the bottom of the window, Click the button "Configure".
5. At the top of the next page, Click on the Tab called "Connection".
6. Near the bottom of the next page, Click on the "Advanced" button.
7. At the bottom of this page, Click in the "Extra Setting" box and type in the appropriate code.

SM56 modem

Go to your control panel go to phones and modem options. You will see your modem click on modem click on properties click on modem again you will see speaker put it on high then try again you should hear the modem now.
