Literally , how do you turn it on. - Apple iMac G4 Desktop

For a 83-89 2.6 liter engine, 3.5 liters with 0.5 liters for the filter
For 89-91 2.6 liter engine, 4.9 liters with 0.4 liters for the filter
For 89-91 3.0 liter engine, 4.9 liters and 0.3 liters for the filter

Do you have the 2.2 liter Ecotec 4-cylinder engine, the 3.5 liter V6, or the 3.9 liter V6 engine? If you have the 2.2 liter engine, there may be a camshaft/timing chain issue if you skipped a tooth when you put the chain back on the cams. If it's a 3.5 or a 3.9 liter V6, you may have incorrectly installed the push rods back into the engine. 3.5 liter intake push rods are approx 5 3/4" long, while the exhaust push rods are approx 6" long.
The 3.9 liter intake push rods are approx 5.81" long, while the exhaust push rods are approx 6.1" long. If you mix the two lengths up when you put them back in the engine, you're going to have problems.

Your timing belt or chain could be broke.
First model year for the I 30 in the US was 1996 and it used a timing chain.
Have you checked compression yet ?

Very easy :
Poor 3 liters in the 5 liter jar . Poor another 3 liters into it . 1 liter is left in the 3 liter jar . Empty the 5 liter jar . Poor the one liter from the 3 liter jar into it . Fill the 3 liter jar and poor the content in the 5 liter jar . You now have 4 liters of water in the 5 liter jar .

If you have the 3.3 or 3.5 engine the torque is 40 foot pounds + 1/4 turn.

To my knowledge, a 2003 Ford Focus 2.0 SPi engine would need 4 quarts of engine oil (roughly 3.78 liters). Incidentally, the Ford/Cosworth Zeta/Zetec engine would be needing 4.25 quarts (~4 liters).
