Does water squirt out of the hose, if it does your heater may be clogged, otherwise it could be the pump, is the round seal on the bottom of the tank on the valve, if not it needs to be. Is the back edge separating from the base, is so this will raise the tank and won't spray.

I used it to clean up a latex paint spill, stupid i know, but had no choice, now it seems to be putting out less water, is this fixable?

There are two spray tips up behind the brush.
Check to make sure the spray tips are clear.
If paint got into them it could reduce the spray.

Not letting water out of vacuum

If it is not pumping water out of the vacuum that means that the pump belt is worn. Here is a link to the belt you need and a manual you can view:

I have a bissel pro heat carpet cleaner that doesn't spray cleaner solution, everything else works, but I don't know whether it's the pump or the heat unit.I'm assuming that the pump unit must be bad since...

If you still have spray through the attachments then its the heating element. If not and your sure the belts are good ( if there intact but are a year or more old they need to be replaced ) then its probably the pump

I have a Bissell powersteamer proheat. The problem is that the unit will no longer spray water/cleaner out of the bottom of the unit.

Check to see if water will squirt out of the hose, if it does, then take the handle apart, the heater may be clogged. Once you get to the heater, take off the 2 water lines, dig out the clog, try to blow thru the heater to make sure it is open, then put back together. Otherwise it could be the belt, pump, seal not in place on the bottom of the tank or a clogged water line.

Cleaner does not dispense

Check to make sure that the back end of the top housing is tight against the bottom, Sometimes they break loose. Make sure that the gasket at the bottom of the tank is on and is in place. Does the hand spray work? If it does then the heat inside the handle is plugged up. Pump belt broke or is slipping, could have a bad pump. The cap for the flow indictor is leaking air. There are alot off reasons why it may not be spraying.
