Re: L37 getting main board shipped
If you still have the warranty, use it to get a new board for free, otherwise
I would replace the board since it would be worth it, if you are good at electronics, do it yourself but be careful to not get shocked. Call 714-668-0588 which is Vizio and order the board they recommend which will most likely be the same one, make sure to have your model number ready. If you don't want to replace it yourself, take it to a tv repair show or electronics store that fixes them and they can do everything for you and it should still be worth it compared to getting a new tv. Anything else, just ask

You need to replace the main board (signal). It is the board with all the A/V hookups on it. The part number is a number with 3 sets of 4 numbers and at the end of this number there is a number letter sequence with ( ) parentheses around it. Do a search on ebay and you should find one. Be sure to match the numbers I mentioned to the one on ebay!
Since the line is not all the way up chances are you might be able to repair it.
Might be the LCD controller, which for Vizio L37 is T370XW01 or could be the main board.
if the line was all the way it would likely have been the LCD itself, which is not repairable; chances are still that's what it is, of course, but I can't remember seeing an LCD problem as you describe it.
Both the LCD controller (also called TCon) and the main board can be found on eBay and other dedicated stores. In fact I happen to have the TCon from a recently dismantled L37...the main board went out to repair another Vizio L37 just two days ago.
Check all electrical connections. If standby light is off when plugged in, probably needs Power Supply board replaced. If standby light is on (Orange/Amber color) may need Power Supply board and or Main Board. If set was shutting down on it's own leading up to it not powering on at all, may need Main Board, and possibly Power Board as well. If standby light has changed from Orange/Amber color to Green, the set IS powered on, and you have an issue other than power.
here, try the trouble shooting guide and let me know start with page 56, here is the link
Let me know when you have tried the trouble shooting for picture and sound even though this may not help, Also, since replacing the board didn't work, I will suggest going right to the manufacturer on this since the board was the only thing that really made sense for both to be out. Otherwise there might be a loose connection somewhere, anyway call them and let me know what they tell you and if they can't help, then you might have to take it in somewhere to have it checked, but the main board is the only thing that really makes sense

Do you see any burn marks or leaking components on that board? If the TV's power supply thinks it's on then it would make sense that the problem is on the main board. I've seen it here for sale: http://www.vancebaldwin.com/products/?3370-0082-0150 $126 bucks, not bad.
First try to look really close at the screen to try to see if there is faint evidence of a picture, if so then the problem is with the FL inverter that drives the backlight. But if there is no sound then it's not that but the main board. Good luck!
