Your explanation of the problem is not too clear. If you receive a call and you cannot hear your caller but your caller can hear you, your speaker is bad and will need to be replaced buy phone technician. If it is that you can hear your caller but they cannot hear you, then your mouth piece is bad and need to be replaced. There are two ways on how you can hear the caller. One is through the earpiece and one is through the phone's speaker.
Are you able to hear the caller but just not clear or with static sound? If yes, then you have a problem with the earpiece of your phone. You can test this by putting it to a speaker phone. If you can hear the caller clearly then you should have your earpiece check. Usually this problem is caused when the earpiece is often moisted or get wet. Try blowing a canned air on the earpiece.
