Probably because the server is down. If you are going to one website and get that message, then you can try a website "Is It Down Right Now". This will tell you if the website is working for everyone else. http://www.isitdownrightnow.com
If you get that message all the time for all sites then either your broadband is down or your firewall is stopping you.
HTTP Error 403 is an error message which means that you are not
authorized to view the web page which you are attempting to load.
Usually, the HTTP error 403 - Forbidden means that
access to the file/folder you are trying to open has been denied, either
on intention or owing to a configuration anomaly. You could attempt
using a proxy website if the access is blocked intentionally.
why you are getting this issue means because of the internet explorer.
>please go ahead and uninstall the internet explorer 8.0 from the add/remove programs
>restart the computer
>then the internet explorer 7.0 will open by default
>now try to access the facebook and the issue will get fixed.

From Microsoft: "you may experience a problem when you visit some Web pages that are in different Internet Explorer security zones. When the problem occurs, you receive a message that resembles the following: Navigation to the webpage was canceled
This problem occurs if the navigation causes Protected Mode settings to change from On to Off. You can determine which Internet Explorer security zone a Web page is in by looking at the status bar at the bottom of the Internet Explorer 7 window.
This problem occurs because Internet Explorer 7 switches Protected Mode settings when certain Web pages are configured in the Trusted Sites area of the Security tab of the Internet Options dialog box. By default, Protected Mode is set to Off for Web sites that are configured in the Trusted Sites area"
I advice you 2 things:
1. check your internet connection.
2. In your internet explorer look for Tools, open it, click on connections tab. Then click LAN settings tab. Then check automatically detect settings. And remove check from proxy server settings.
This should work, otherwise look for help and find somebody who knows about unconfiguring group policy settings for your computer.
Remove the HP Smartweb printing software. ==================================
1. In the Start menu select All Programs > HP Smart Web Printing > Uninstall HP Smart Web Printing.
2. Follow the onscreen prompts.
You can also open the 'Control Panel' from the 'Start menu' and open 'Add or Remove' Programs. Select 'HP Smart Web Printing' in the 'Add or Remove' Programs window, and then click 'Remove'.
If the changes you make in the Page Setup dialog of Internet Explorer are not reflected in the Page Setup dialog of the Print Clips window and vice versa ?
This is a known problem, and not unique to HP Smart Web Printing. When printing from the Internet Explorer File menu, select File > Page Setup and make your settings there. When printing from the Print Clips window, click the Page Setup button and make your settings there.
Now install the smart web printing software from the weblink provided below:
After removing the smart web printing software, please visit the weblink and download the HP Smart Web Printing 4.05 software from the webpage.
