Had the same problem... Here's how I solved the problem...
But if you do this be careful... I take no responsibility...Just trying to help...
Go to your firewall settings & make sure Port number 443 Tcp & Udp are open... This gives access to secure Websites...
If you do not know how to open ports then get someone to help you
or do some reading in the internet on how to do it...
Fot windows xp just open the firewall & click exceptions then click port..
now just type in whatever name you want to call it then type in 443 as the port number & check tcp & click ok...Now go back again & do the same except this time check Udp.. After opening port 443 if it should by some chance be closed, try to use the webcam with messenger... Even if it does now work I also recommend that you go here & follow those instructions as well... http://messenger-support.spaces.live.com/blog/
Those instructions start off by helping with sign in problems but as you scroll further down the page you will find many other tips and tricks that should help... I hope this will help to solve your webcam issues.

You have a conflict and will have to narrow the field down to identify the problem
1) Re-install WLM using Revo in "advanced" mode to clear any old software and registry entries
2) Use Revo to make sure no old versions of software are trying to run alongside the latest software - Java - Flashplayer - Shockwave player
3) Make sure those 3 versions are the latest by visiting the suppliers website and use their test / installation software
4) Try switching the firewall off for a quick trial
5) How many browsers have you tried it with? I use IE, firefox and chrome. The first step in troubleshooting is "Try it with another browser" Keep your browsers up to date and run ccleaner every day
6) Check the webcam support page for known issues and see if a patch has been issued.

See section C. Windows Live Messenger, in the info below.
Normal 0 Web Camera’s have to be setup on the program they are to be used with. Just installing the camera on your computer does not set it up to broadcast on messengers or Skype.
Each program has Options that have to be setup in order for the Audio and Video to function properly.
A. Skype Setup:
After downloading and installing Skype set it up as follows:
The camera and audio should function properly. Your friends and Family will now see and talk to you.
B. Yahoo Setup:
After downloading and installing Yahoo Messenger set it up as follows:
C. Windows Live Messenger:
When done both the Audio and Video will function properly so you can chat and see family or friends you are connected to.
Hope this helps. Bud
