Re: 2wire 1700 failing; can you coach?
It does'nt have to be 2.1 amp as long as that it delivers at least 2.1 amp. It could be 3, 4, 5, 6 or even 7 amp as long as it's not less than 2.1 amp and the voltage is 5v. That gives you more options. The only other thing is the plug that goes in to the 2Wire box. Usually the hole (center pin) in the plug is the positive and the outer sleeve is the negative. Some but not many are the opposite way round.

I recommend taking this TV to your local TV Repair Center and have them test for "Cold Soldier Joints" near the Flyback Transformer or 5V Power supplies. This is caused by these soldier joints warming up and breaking contact. Over time of them heating up and colling down, the joints flex and contract, which causes cracks in the joints.
This can be just the first step to the repair. They may have to replace the 5V low and high transistors.
the Power transformer has diferent outputs, +5V,-5V,3V,12V and so on.., but has a standby output a low power 5v to power button function.
Your PC have Power supply Defective,
so your must find a usual spare power supply on the market, compatibilty as 115V input and more of 350W power, to have stabilty.
voltages on CN5303 should be 12V and 5V. I found 5V to be2,5....3V.Check input of regulator MM1665A(should be 6V). If 6V ok,remove connector CN5303 and check if 5V ok.If so,here is my way to fix this "loading" problem.(create a new regulated 5V circuit)
Replace C5206 with 1000uF/25V,C5306 with 100uF/25V,isolate anode of D5213 from transformer,
wire one and an half turn around transformer, connect one end to ground and the other to the anode of D5213,remove MM1665A and replace with 7805 on appropriated radiator.
Input on 7805 is around 11,8V reason why you need to install it on a radiator.
