It does'nt have to be 2.1 amp as long as that it delivers at least 2.1 amp. It could be 3, 4, 5, 6 or even 7 amp as long as it's not less than 2.1 amp and the voltage is 5v. That gives you more options. The only other thing is the plug that goes in to the 2Wire box. Usually the hole (center pin) in the plug is the positive and the outer sleeve is the negative. Some but not many are the opposite way round.

Hp 530 desktop ginen 3 and 4 red lights in start

As far as I can tell this is two errors. One error is that the processor is not plugged in properly. The other is a power supply error.

I suggest taking it to a local computer repair place to have it evaluated. Let them know you believe the power supply is failing which explains the CPU failure.

I have 5v andd 12v out should there be 24v?

I believe you may be confusing this particular error reference to voltage with the power supply's (PSU) available rails (in that case, no there is no 24v rail).

Regardless, it is likely you merely have a faulty PSU. You have two options here as I see it: One, purchase a PSU tester and verify that your PSU is failing (you can get one of these for as little as $6), or you can simply replace the 4700's 450W power supply for as little as $20-$25. In my opinion, and that is all I can give with the available information, you are better off going with the latter. Chances are, you are not going to be running a whole lot of additional PSU tests in the future (and it sounds like your PSU is failing) so you would basically just be spending an additional $6 on a the new power supply that I am very confident you need.

Just think, with that saved six dollars... you can buy approximately 1.82 gallons of gas today!

GREEN LIGHT IN BACK OF TOWER COMES ON. BUT POWER TO THE TOWER AND FANS DONT CUT ON.. WHATS THE PROBLEM

The power supply generates 3 different voltages for the system. The most common cause of the symptom you are describing is a loss of the 5V supply line. This is an internal failure of the power supply that sometimes can be easily fixed, but the cost of repair is likelt to be higher than a replacement supply. A typical power supply will cost around $40. If you have another system around, swap the power supplies between the two. If the system now appears to work, you have confirmed the problem.

the Power transformer has diferent outputs, +5V,-5V,3V,12V and so on.., but has a standby output a low power 5v to power button function.
Your PC have Power supply Defective,
so your must find a usual spare power supply on the market, compatibilty as 115V input and more of 350W power, to have stabilty.

Do I upgrade my Power Supply

A new power supplu can't hurt anything so long as it's right for your Dell. Some Dells with ATX power connectors are wired in a propiretary way. Make sure which way yours is wired before making the buy.
