My Notebook - model W7 S series, will not power on after having had the battery charged. The additional slave cooling fan was not placed under the laptop as it was being charged.

Sometimes, the computer gets really hot because the "ventilation" (cooling) system (fan, etc.) is not working properly. Normally, if it gets too hot, i.e. to an unacceptable level, the system will shut down. Or, it will catch on fire.
Yes, it's known that some battery will get too hot ... and potentially damage the system. So, if you already know that the cooling system is working properly, then try replacing the battery.

Power adapters fail because of power spikes. You can do a preliminary test of your system's adapter by plugging it into your notebook and checking to see if the computer indicates that its battery is charging. Usually there's an LED (light-emitting diode) that flashes when the battery is charging. If you can't test the power supply using this method, take your notebook computer to a technician who can test the adapter.

Your laptop batteries will deteriorate over time whether you use it or not. Although the Li-Ion industry does not publicize this fact, your laptop battery’s clock began ticking the moment it was assembled. The elements inside your laptop batteries slowly react with each other, eventually rendering the battery unable to supply the required power to your notebook. In addition, your laptop batteries are rated to last between 300 and 800 charge/recharge cycles. It will gradually lose charge capacity rather than abruptly fail to power your notebook.

The general consensus is that laptop batteries last one to three years. While you can slow the laptop battery’s aging and loss of capacity, you cannot stop either decline. The temperature of the battery, combined with the amount and nature of its usage contribute significantly to your battery’s lifespan. You can ease the aging process with some care and maintenance.

Temperature Lower temperatures slow down the self-discharge (loss of charge while disconnected) and aging process of the elements within your laptop batteries. Therefore it follows that higher temperatures shorten the life of your laptop batteries. Leaving your battery connected while on AC power causes the internal temperature of the battery to rise. Removing your laptop batteries and storing it in a cool, dry place will help to slow the aging process. Keeping your notebook in a hot environment is also detrimental to your battery.

Amount of Usage The Lithium-Ion batteries used in notebooks are rated to handle between 300 and 800 charge/discharge cycles. Some of these cycles are used when you leave your laptop batteries connected to your notebook while on AC power. On AC power, the notebook will routinely “top-off” the battery when its charge reaches predetermined levels (i.e. 95%). Removing your laptop batteries and storing it in a cool, dry place will help to preserve some of these cycles.

Nature of Usage Li-Ion batteries do not suffer from the memory-effect (requiring complete discharge before recharging to avoid loss of capacity) like older rechargeable batteries. Regular full discharge/recharge cycles result in an increased loss of capacity per cycle. A series of partial discharge cycles are better for Li-Ion batteries than a single full discharge.     If this model Toshiba laptop has ventilation vents on the bottom of the laptop, use the laptop on a flat surface so the laptop get adequate ventilation OR get a fan assisted laptop cooling pad and place the laptop on the cooling pad for additional cooling.
    The fault could be a faulty fan, as the laptop is still under warranty, get it repaired. If you try to fix it yourself you will void your warramry..

    90% of the time shutdowns are related to heat problems in the CPU or GPU (Video). The laptop will shutdown to avoid damage. Verify the cooling fins on your heat sink are not clogged as an external cooling fan will not correct this problem. If the fan is running test with a strip of tissue or candle and verify you have air circulation.
    If you are certain temperature is not an issue, the next step is to insure you are not having hardware related errors.
    You should always start with a completely charged battery and also have your adapter plugged connected.
    Finally be sure you are using the original recovery software (incorrect licensing will abort the recovery process).

    Most newer lap top computers generate a lot of heat. The designers of the machine walk a narrow line between efficiency and customer satisfaction. The heat comes from the processor and the power supply of the screen. Designers incorporate a standard called heat pipe design into cooling the CPU along with a small fan sometimes. The heat pipe design is a static (no electricity used) means of wicking away the heat from the processor.     If the fan is spinning quite fast then the overheating problem is most likely dust clogging the fan and heat-sink assembly. Blasting air into the fan and heat-sink can only make it worst as you are forcing the dust further into the heat-sink fins.
    Remove the panels covering the vent and fan/heat-sink, loosen the dust and vacuum to remove this dust off the fan and heat-sink. Check the fan to see if it spins freely, if not replace the fan.
    After re-assembling and boot up, if you still have heating problems, addition cooling can be employed by purchasing a laptop fan assisted cooling pad. Place the laptop on top of this pad and the fans on the pad will direct additional cooling air to the laptop's vents.
