If the Bluetooth adapter can detect the phone but not the Plantronics headpiece, then there's no problem with your computer or your Bluetooth adapter. The problem has something to do with the Plantronics.
Try to turn the headpiece off, then turn it back on. Set it to discovery mode, then try to detect it using your computer. If that did not help.
Try to detect the Plantronics, using your phone. That will help you in isolating the problem.
Aside from that, make sure that no possible wireless interference while you're searching for the headpiece. Cell phone, base of the cordless phone should be away from the computer while you're searching for the headpiece. Because Bluetooth and cellphones/cordless phones are running on the same 2.4GHz frequency RF signal. They might interfere with each other.
