I suppose there are three things this could be.
I presume you know there are adjustable legs on the bottom of the washer. Adjust them to the height and stability you want and it won't wobble.
Load becomes unbalanced because weight of the contents are not distributed evenly around inside the tub. Don't put one heavy item in by itself either like a full gym bag.
If your machine has a "unbalance" sensor and refuses to start washing no matter what you do then you need a technician. The sensor is faulty.

U The machine do not usually distribute the load evenly around the wash tub so that your help is needed at times this happens. Rearrange the wash load so that it is evenly distributed around the wash tub then restart the process the machine was doing.
Most likely, one of the balancing springs around the basket has come off or broken. With the machine empty and off, wiggle the agitator in all four directions and see if you can feel any difference from one point to another. You may very likely find a replacement spring for free at your nearest dump or appliance repair shop out back somewhere. MAke sure that the cothes are not unbalancing the tub. Iv seen this happen where the clothes are unbalancing the tub and it moving around and the when the water for the rinse is coming out its not getting in the tub its splashing on the top of the tub ring due the the unbalanced spin. does this happen when you wash a heavy load? do you notice it not doing that when you washer a light load?
having a very unbalanced load can cause the water to go over . yes the tubs are supposed to be able to move around some.run a load with no clothes in it if it leaks then you may have a more serious problem
I usually stand in front of the washer and take the plams of my hands and forcefully provide a force with the heel of my hands on the side front corners and the lip comes up
Another option is to pull the washer out and remove 2 clips (usually requires quarter inch nut driver to allow the top to come up
This should allow you to get the top off to see if a spring has broken or slipped off
