Take the connectors off the back of EVERY light bulb until you find the one thats corroded. if you find one that's corroded, go to a salvage yard and find a replacement that looks to be in great condition. if it doesnt look perfect, dont waste your time with it. (you could always check the resistance of the new connector, but that would require a voltmeter and a repair manual that lists the correct specs for electrical components). if it were the flasher relay, the relay would prevent the signal from reaching the turn signals and they would simply light up, not flash faster. flashing faster is usually indicitive of a blown bulb or a bulb ABOUT to blow. is there any condensation in your headlights/turn signals? any small amount of water on the wire connectors would cause a short that would make the lights misbehave by blinking faster.....
Have you checked the flasher relay under the dash? I'll assume it's a Bonneville, but no year has been posted therefore I can't give you an exact location. There is one for the turn signal and another for the 4 way flashers.
