I typically use "Chux" wipes and a shop-vac to start with. The wipes wipe up and REALLY HOLD the toner & paper particles, holds 'em tighter than a Hobo does a ham sandwich...
(I'll concede to the 'by-the-book' crowd that a specific (read EXPEN$IVE) type of vacuum cleaner is recommended by HP & most other service org's. I've used my shop-vac for 12+ years and have serviced thousands of HP LJ's, CLJ's, AiO's, MFM's, DJ's, OJ's, etc. I have never lost a single printer because I didn't use the 'right' type of vacuum...)
The Chux wipes are available from PartsNow, LLC; www.partsnow.com/.
They also carry maint kits for almost every HP printer made as well as Lexmark, Canon, Xerox, etc.
I use Cooper's Platen Cleaner (PartsNow) to clean the rollers using 2" x 2" gauze squares and nitrile gloves. Fedron works well too. HP's website mentions isopropyl alcohol and water as their recommended solvents. Use waht works best for you.
Having some 6-inch long cotton tipped applicators (wooden handled single ended Q-Tips...) helps tremendously.
In conjunction with the correct service manual, (in your case, Combined Service Manual for HP LaserJet 4L / ML & 4P / MPHP Publication Number C2005-90988, August 1993), a thorough cleaning is very easy for almost anyone to perform.
PartsNow and several other websites have HP Svc Man's online for free, Google around.
A legacy utility from HP that I've not yet tried can print and cycle cleaning sheets to clean mainly the fuser, but also claims to clean rollers as well. HP printer specialists will recognize 'cleaning sheets' from HP's newer models, built in to the menu structure. The utility will allow you to do the same for older (LJ 4, 5, & 6) printers. As far as Scheduled cleaning, the cleverly formatted (LOL) table below lists HP's recommended service intervals. Over the years, I've found that adhering to the schedule has reduced unplanned downtime by almost 80%!!

4. Separation Pad / 1 / 200,000 / Look for glazing and grooves. Replace together with Pickup Rollers.
