Not having the original remote may be your problem or not, if you can direct enter a channel it should stay there if nothing is connected--then go into menu and manually add it, if it does not something is wrong with the set.
I am assuming you have a dish network duel tuner. You can actually use any channel under 60 for the second t.v.. You can find all that information in that big pamphlet that your remote comes in. It also sounds like your in antenna mode, (please make sure your tv2 side is on before you do this) go to the second tv go to menu system set up scroll through until you see input type or something along those lines, make sure you select cable, then do a channel scan/ setup it should pick it up.
You can tune the channel by Auto programming button in the setting area and then press Auto Scans all available channel option to tune the channel automatically, try it and still facing the problem read the manual carefully for better understanding or you can also call the online customer care available in the manual.

Are you using a cable/satellite box or just basic cable service? When you go to the menu what options become available to you?
If the following options are present- picture smartlock setup cc
If not try to press both the volume buttons on the front of the TV at the same time and see if the above options become available. If so use the channel down button on the front of the tv to scroll to "cc"
Once CC is highlighted use the volume + button until it says CC off.
If these menu options don't become available please reply what options are shown.
The set needs to be switched from antenna to cable in the setup menu. It is capable of either antenna reception or cable reception. Ch 2-14 are the same frequency for antenna and cable but above 14 they are different. That is why the picture is stoping at 14. After you switch it to cable auto program again. In order for the TV to work with the cable box by using a piece of coax and tuning the TV to channel 3, you must make sure the TV is in "Cable" mode on the tuner and not "AIR or Antenna" the frequency maps are different between these types of service and channel 3 cable will not be the same as channel 3 on Air or UHF/VHF.
Often there is an auto program feature on TV's that will "scan" for all available channels, and this should select the proper input type.
