Donor camera off ebay would be your cheapest option. But, You will have to make sure ( some how) that the donor camera has a working keypad. This is an old camera now and the keypad ribbon, where it is folded over ( twice) will have become brittle and split (non working buttons/functions) as yours has.
Your camera is suffering from ribbon strip failure.
Likely to be where the strip is folded over to fit into the camera.
These folds stress the ribbon over time and eventually split. To get it fixed you will have to send it to Fuji service centre.

Ribbon strip busted or come out of it's socket on the board. But I'd say the ribbon is busted because it has to be folded back on it's self to fit in it's socket. And it's a common problem with this model. Cheapest option is a donor camera off ebay for parts
The ribbon cable for the buttons has either come out of its socket because it was not locked down (does happen) or it is broken and will need to be replaced. Fuji will not send out spare parts but will fix it for a price. Last quote I got from fuji to fix the keypad ribbon on an F470 was £80. check ebay for donor camera
sounds like the keypad ribbon has either popped out of it's socket or, and this would be the common fault, the ribbon has broken. In which case fuji will be your only way to fix and get it serviced at the same time. last quote I recieved was £80.

It sounds like you have a problem with the ribbon inside. You need to replace this ribbon connection. You're not locked out, the connection is faulty. Take it to your repairman and explain what is broken.
