Staci Roberts Nastri,
You will need to contact Dell Support at 1-866-203-6875 in order to reset a bios password on your laptop. They will verify ownership of the system and once verified they will provide you with a generated bios password. Removing the battery will not clear the bios password or trying to restore the system will not work either. It will ask for a bios password to continue.
Thank You,

I assume that you do not wish to have it on.... Now here is a situation where a minor could seek advice on how to defeat this feature without the parent noticing. Parental controls are not set by just hitting a button. Parental controls REQUIRE a password to be set when activated. (otherwise the minor could just turn it off). Therefore, not only will I not help, but I would recommend you not try to bypass your parents security measures for your safety. PS. If you were the parent, you would have asked a different question.
I'm wonder how old you are and why your computer has Parental Control Software. You're not asking us to go over your parents heads and remove something that they put on a computer that they gave you - are you?
"Cancel Parental Controls" keeps popping up? or it keeps asking for a password to go to sites?
Either way, you can disable parental controls in the AOL software preferences. For instructions, please see;
