my advice for it will be that once u go through catalouge . may be batterys power is no more there better u change it. or try to pull that nob of adjusting time and then like make it free it might have got stuck somewhere .

Go to Citizens website and they have talking setting instructions, just used them for a skyhawk I puchased online, they make it very easy to set a very complicated watch.
You can get instructions from the Citizen web site.
Go to "citizen.com" and on the upper right there is a menu. Click on "technical support" and then on "setting instructions"
Fill in the information required from the back of your watch and then click on "get setting instructions"
or
Go to "citizen.com" and click on "watch finder".
Put your watch model into the search box on the left and click on "search". Click on the watch to view details. On the right is a small menu, click on "get technical info"
On the right you you will see a list of instructions you can download.

Hi, This watch is Calibre C651, same as Model #JR3090-58M (Promaster Air Collection - Blue Angels Skyhawk). C651 is not available on Citizen website, but you can use Calibre C650 instructions. Download PDF manual and follow instructions on page 3. They are pretty detailed, so take your time, and you should be successful. Take the four-digit Calibre number (C651 or C650 in this case) from the back of the watch, enter it, and download a PDF of your watch setting-instructions/manual.
