My dryer will not heat up

What kind of dryer is it? gas/electric? On some electric dryers you can find a reset button, small red or white, common location is close to the element, may be a small removable panel on the back but most you access from underneath, or the element could be burned and creating a open. Gas, it could be a bad ignition switch or clogged orifices. Check those that apply first.

Where do I find the orface and air intake on the GE Range

Sealed burner ranges the orifice is in the center of each burner, down inside(brass color). Open style burners the orifice should be under the lift off burner or in some case where the burner tube goes back to the control panel at the control knob. Almost all will be brass color. Oven orifices are at the end of the burner tube where the gas would come into the burner. Air adjustments are usually right near the orifices. A small sliding window with 1 screw holding the adjustment in place.

Hozelock telescopic watering lance 2644 mist spray blockage

Try soaking in white vinegar or any anti-water scale product. Misting requires a very small orifice and clogging is common. If you can back wash compressed air thru the holes, try that. A guitar string might be run thru the orifice and then back-flushed.

My 30000 btu pro com blue flam has about 35% orange flams

You probably have a plugged orifice. The gas is injected into the burner via a small orifice and, when this plugs, the air / fuel mix is altered, causing the orange flame. Find your owners manual to find out how to replace the orifice or you could take it to a small engine repair facility locally who should be able to fix your problem.
Hope this helps!

Only 1 half of the element works with both valves on. We bought this bbq off of craigslist. it had never been used. Rock were still in the bag and the grilles have never been used.

By "element" you mean the burner? each valve will control one side of the burner but if unused for so long it is Very likely the orifices and valve (small cavity behind orifice when installed) are plugged. Although not common in general this is fairly common in barbecues unused for long. small insects can crawl inside the orifice hole to live in the valve and sometimes packing grease gets hard in the tiny orifice opening.
