The computer will not let me do anything i went to system restore and it says i have not sufficient privileges and says contact adminsrator

You need to have a Administrator privileges........bcoz u logged as a limited user profile.........login as adminstrator and try to run the restore............

That happens when you are running a user account that is not the administrator account. In many ways this is smart because trojans and viruses have the same trouble installing. In schools or office buildings where they want to control who installs what on the computers it makes less problems for an administrator to fix. In your case switch users and log into your administrator account in control panel see if you can give your usual user account administrator privileges, shut down administrator account and log into your usual account and see if it now has administrator privileges in the control panel/user accounts. If not then install software while logged in the administrator account but install for all users from now on. Or you can only use the administrator account and set it up the way you like it (like your regular user account)

WON'T LET ME UNINSTALL SOFTWARE

Any or some specific software? Most likely a virus or something alike. Have you tried to uninstall it from safe mode or using some 3rd party uninstallers?

You acn do a system restore

Go to start >all programs>accesories>system tools > System restore .

Then select Restore my computer to an earlier time . then select a dark Colourdate and perform a system restore .

It will work .

But before doing this take a backup of imporatant documents

It seems like there's no recovery to do, but you do need to log in as admin (or if you were using Server 5, with sufficient privilege) so that you can use admin tools and rename the file (to fix the hidden attribute) and set privileges so your user can access the file.
To reiterate:
    -Find what OS you're dealing with
    -Learn how to admin it before touching anything
    -Establish sudo, runas and other parameters so your files' use cases are easily satisfied.
