All lights with an E flashing indicates a mechanical or system fatal error depends on how fast does they flash (0.5sec. or 0.2sec. respectively).
For mechanical error, check the scanner motor, paper feed motor and carriage motor are working properly.
For system error, it might be a corrupted RAM or defective main PCB.
The FIX, clean the Waste ink pad (not fully , just with a paper towel and alcohol , I was unable to take the pad off)
then using this:

Now reset the protection counter.
Now printer works properly.
