How do I wire up a F2544 baseboard heater with a single pole themostat

I've tried to wire up a typical Fahrenheat baseboard heater with a FTA1A single pole thermostat but both drawings are somewhat vague. Will some one please give me little advise regarding this matter. The heater is barely putting out heat, even at the high postion.

It sounds like you are not getting the correct voltage for the heating element. If you wired a single pole thermostat, and its a 220v unit, then it will not get hot enough, like you are saying. If its a 220 heater, you need a 2p2t thermostat. The parts supplier will know what this means.

How do I know if I have 240v when replacing old baseboard heaters

When you turned off the power to the heaters was the breakers a double (2 pole ) one? If so, then yes, it defintely is 240v. There are very few 110v baseboard heaters out there anyway. The best way to check is to have an electric meter and check it out for sure. Actually if you are working on electrical circuits and you do not have an electric meter to check if you have them shut down for sure, you are on dangerous ground. Always be safe and check before working on any circuit.
