HOW DO I SET THE TIME ON THESE UNITS? THERE IS NOTHING IN THE USER GUIDE.

It does not tell me how to set the time telrad avanti 3015-FD can you help

Time is set on the MPD card in the system case. Use the eManager software and go to Tools->System Terminal. In there, select the System Utilities Menu (option 2) amd then Real Time Clock (option 4). You can set the time and date here.
