My problem is that when I turn my phone on it will show my service provider, then it will switch to a white screen really quick for about half a second, and then finally gets stuck with a blue screen with a motorola logo. At the bottom of the blue screen is a message that says BOOTLOADER USB INIT.

Try taking battery out with phone on. Leave Battery out for at least a minute and put back in. If still white and phone is under a year old, contact service provider. They usually have a one year warranty if phone is under a year with no physical damage. If phone is a refurbished phone you may only have 60 to 90 days of warranty.
what model you are using? please provide more information and how exact it went like this?
if you can hear sound from your phone even in white display, that means you have to change display (sometime flex cable inside it)
if you can't hear sound, then it can be solved through software service point (normally repairer can do this)

switch off the phone immediatly...remove batteries...and let it aside for a week....then try connecting them..if u still have the same problem..turn u mobile in to a local SE service station

Usually most clocks on phones are set by your service provider. There are no settings that allow you to change the time on your phone. Atleast none that I have seen. Try turning off the phone and removing the battery from the phone. That will cause the unit to resieve information from the provider when it starts up, including clock information.
