If some body is still looking for solutions to this kind of similar problem. then there are few things to remember about USB to Serial Converter.
1- To get the latest driver go to www.bafo.com.
2- to check the device use Hyperterminal and make sure that the flow control is set to none.
3- to my experience serial programers for microcontrollers do not work with converter, because programmers use more than 2 pins of the serial port(DB9). which are important for the programing of the microcontrollers.

Seems that your is the your PC .I wonder if your OS is Vista since theirs some problems with.Serial devices including USB ones generate interupts every time they
need the processor. These cause the processor to stop what it was doing,
deal with the requirements of the serial device and then pick up where
it left off. Usually the processor, which can handle hundreds of
millions of instructions per second, handles these without faultering.
However, If the amount of interupts increases, the processor has to
spend more time stopping and restarting it's other tasks. You seem to be
at the point that this is becomming noticable. Upgrading to a Pentium II (not including the Celeron 266 or 300) or better should solve this problem.
