First. Lamps can look ok in the center and still be bad. Install a new lamp since I do not know when you replaced the lamp or if at all. Turn on the set and at the same time look through the Lamp Door vent slots to see if the lamp Illuminates. If so your lamp is ok and the Color Wheel is bad.

This is going to be a problem with a loose connection. Loose connections are usually pretty easy to find. Anywhere you can see wire, wiggle it. And see if the lights stay on or go off. Just looking for a change.

  1. Turn 4 way (hazard) lights on check to see that all lights are flashing if rear is not flashing suspect bad ground since 4way usually goes through brake light.
  2. If everything flashes you may have a bad flasher relay find it replace it.
  3. If light still will not flash check light socket by removing bulb & looking for burnt melted contacts or plastic. You find any of these problems consider replacing socket.
  4. If you do not find any problems with socket use a cheap test prob connect alligator clip to metal ground near socket with bulb out turn on blinker carefully touch each contact inside socket when you find the right contact prob should light up & blink.
  5. If you cannot get prob to blink move prob ground to new location do step 4 again.
  6. If you still get no blink start probing wires coming into socket until prob lights working away from socket.
  7. Ground is on the side of the socket when you look in it.

If you have already replaced the lamp and ballast, to no avail, then it is time to take it in to a certified repair center.  Most will charge a nominal diagnostic fee.  My 61" did the same thing and it turned out to be the Light Engine (of which the DMD Board is a part).
If the problem were the color wheel, the lamp would come on for a bit until the color wheel sync couldn't be achieved and then it would turn off.  The all-3-flashing-lights problem is the lamp.  Here is a page from the service manual on the 3 blinking lights problem.  
The Light Engine controls the ballast via a separate signal than the 320 Volts.  The voltage reading means that the Power Board is working properly.

I have a samsung hlp 4663w dlp tv...it just stopped responding to either the remote or direct attempts to turn the picture on...the tuner/amp is working fine as we still have audio, just no video...there...

Bob I have seen the DMD on the light engine cause this

The DMD board is available through your local parts distributor
You said you had sound so the analog board is working
The digital board may also be suspect
It is a lot more expensive than the DMD
I would replace the lamp if it is over two years old just on principle

Tv going fine, goes out and the timer and lamp on off switch flash. Turned off and back on and tv worked a few times then get the flashing timer and lamp again. I live in Leadville, co.. a hundred...

its the problem in the circuit board so resolder convergence ic's. if that does not work, change (STK-xxxx). they are located on the main power supply board.
there are two such STK ics on the board replace both of them.
also check for any blowned fuses on the board.
