Which DVD Recorder do you have?
Make and Model Number, not serial number though.

Im trying to view previously recorded videos on my camcorder but its asking me to reformat it

Yes, this happened to my miniDVD-R and -RW disks as well. No, don't reformat the disk !
I've been able to recover all (if not most) of the contents - video clips from those (bad/corrupted) miniDVD-RW ... and miniDVD-R disks ... (that I had recorded using the Samsung camcorder). I use the software tool - IsoBuster Pro . Inserted the mini-DVD into the DVD drive on my PC/laptop, and started the software . The process (to recover) may be very long .. i.e. it may take several to many hours for one miniDVD disk ... but it eventually enable me to retrieve the (lost) video clips.

Samsung DVD-VR330 unit will not accept a brand new blank DVD-RW disc---machine says 'load' for 20 seconds, before saying 'open', which it does.

The DVD-RW will work at random, some brands will wok better than others. Memprex, Sony, Maxell are 3 I can use sometimes. Once the disk is accepted it must be formatted. Click that and if accepted, first do a record for say 2 minutes to see if ti works.

If it works don't take it out until you're ready to finalize it.
That's mostly so the disk will be readable in other players, should it not want to go back in, you probably lost the record.
Don't write on the back, use a card and keep it in the cover.

Sometimes I can use those disk's in PC for data.

I get a tracking error code when trying to write to a CD. I don't have the code number with me, but it ends with 1h. The program I'm using is Cakewalk Pyro and I'm converting a tape to a CD. ...

No PC stated. NO OS stated ,wow.
just DC3000 and some kind of VHS tape?
My guess bad media. (CD-r)
or the drive it self is bad.
or as all XP are , virus infected,

the spec says
Transfer, edit and burn home videos with this all-in-one external HP DVD movie writer. The built-in analog video capture lets you quickly and easily transfer home video directly from tape to DVD via your camcorder or VCR, while the included suite of software lets you add special effects, music and more to video and photos. Also great for creating music CDs, it writes and reads CD-R and CD-RW discs in addition to DVD-R and DVD-RW discs. Includes software CD, electronic user's guide, USB cable, composite video/audio cable, 1 blank DVD-RW disc and 1 blank DVD-R 4x hi-speed disc. Requires a PC with Microsoft Windows XP or 2000 Professional SP2 and USB connectivity.

Format error when i finalise the disk

If a FORMAT ERROR message is displayed, then the inserted disc is not formatted or it is recorded in a different format not useable by the camcorder. If using a DVD-RW or DVD+RW, format the disc prior to use. Otherwise, use a different disc.

Using Windows XP. Want to copy vidoe from Media

Is the drive you are using a DVD writer or only a DVD reader? The drive that writes to RW disks is labeled DVD/RW or DVD Recordable.
These are the only drive types that will read and write a DVD/RW disc.

Can anybody help me, I purchased a Samsung dvd recorder model dvdvr350m, since purchasing the unit it will not recognize that it has recordable dvd's in it (dvd-rw),it tells me no disc inserted please...

Did the sales guy use the same DVD-RW that you did? Maybe the brand you are using is not of good quality and can not be recognized by the recorder. If he did not use the same disc did you notice if he used DVD-RW or DVD+RW? Some DVD-Recorders only recognize one or the other but this is kind of rare these days. I recommend verbatim brand discs. They should be available for sale at any shop. If you want the ultimate in quality DVDs then go with Taiyo Yuden. This Japanese brand invented recordable media and in addition to that they are obsessed with quality. www.supermediastore.com is always where I get my discs.

Can't transfer recorded video to CD

This is a problem with the type of drives that are supported by the Picture Package software (assuming this is what you are using to transfer the video). This camcorder came with Picture package 1.0 which does not support quite a few drives (the entire list is available at www.ppackage.com). I think your drive will also fall under the same list of unsupported drives.
