Sounds like a bad wireless card or the card slot.I would try replacing the wireless card. When wireless cards go bad they either cause the laptop to not boot, low or no signal reception or the card isn't seen at all by the motherboard or operating system or .both.If it isn't showing in device manager either with a caution sign or installed the card is most likely bad
Hope this helps; also keep in mind that your

After half an hour of searching Toshiba forums, it seems like the US Toshiba driver download site does not have the model L300-PSLB1A-01L019, which you found out. However, the driver can be found from the Australian Toshiba site, which, ironically, does have the model associated with your computer (PSLB1A-01L019). The driver can be downloaded here: http://www.mytoshiba.com.au/file/download/resource/file/17129/tc30049700e.exe.
It has to be done on another computer, in short one that has an unzip program. The file is zipped up in a file that has to be expanded in order to get the file needed for the SYNET07526 to recognize when it boots up, namely a file called script. This file must exist in the root directory of the SD card in order for the boot system to recognize that it is an update. That is one of the first tasks built into the boot loader and if it is missing, it passes on to its next task. If it exist, it starts executing the code in the script file which is first to erase the ROM chip where the existing OS resides, then start reading back in the code found at the rest of the script file. If you have a bad down load or an error in the down load, then this causes the system to malfunction and you have to do it all over again.
short answer is the CE does not have a file to unzip the zipped package.
I had this issue as well. Download the patch directly from the website, and run it locally. Afterwards the updater won't find a newer patch, and goes directly to the game. I don't know whether this will break again once a new patch is released, but you should be able to manually install it again at that time. Patches can be found at http://www.ubi.com/US/default.aspx under support --> patches.
