and have the serial number of the switch handy. have the switch plugged in and running and have a laptop and a console cable ready before you get HP on the phone. If it comes down to being a problem with a part they will either send you the part you need OR the whole switch depending on what the problem is with the switch. Most PoE faults are power supply problems. if your switch has more than one power supply be sure the connect both of them to power as HP POE switches that have more than one power supply, 1 power supply gives power to a certain portion of ports and the other power supply will give power to another portion of the ports. I assume you have a broadband connection which you are directly to your computer.
In that case please connect the broadband ethernet cable to one of your switch port. Get a new CAT5 or CAT6 ethernet straight cable and connect one end to any free port of the DES-1008D 8-Port Ethernet Switch and other end to your Computer.

Hi, 1.Connect a Cat5 cable into the Ethernet port on the back of your cable or DSL modem. Plug the other end of the cable into the "Connect to Modem Internet/WAN" port on the back of the Belkin Router. 2.Connect a Cat5 cable into the "Ethernet" port on the back of any desktop or stationary computers and then plug the other end of the cable into one of the LAN ports on the back of the Belkin Router. Start with port one and work your way up with subsequent computer connections. 3.Turn the Belkin Router on by plugging the router into a power outlet. Allow 30 seconds for the router to fully boot up. All computers tethered to the modem via a Cat5 cable have access to the Internet. 4.Open the Wi-Fi Wizard on your laptop and turn on the Wi-Fi antenna. Once turned on, the Wizard finds all network connections in your area. Connect to your network to establish an Internet connection. Complete this step for each computer not tethered to the Belkin Router with a Cat5 cable.
You would need a 4 - 8 port router... with a wire going to each Jack... and these would plug into the Router ports, The router plugs into the Modem. You have to put the Ethernet plugs on each end of the Cat5 cable. Then you setup your network. But if you have a wireless router you simply need each PC WiFi enabled, IE: A wireless card in each PC, that way you do NOT need Cat5. Then each PC, simply connects to the Router/Modem.

i found the solution,
the ethernet cable was able to transmit IP traffic,
but not POE, may be one of the 8 wires was defective
it's ok now with a new cable,
connected on a POE port on the switch
that the 7940 and 60 phones from Cisco do not support the IEEE 802.3af Power Over Ethernet standard
they would work if you simply reversed the polarity of 2 of the pairs of wire. i.e by swapping 4 with 7, and 5 with 8 you could use a standard POE injector to power the phone.
if you have a crimp tool and some cable laying around, you can give it a whirl and it works. If you aren't familiar with making cable, don't try this
Basically, you just wire one side of the cable as standard 568b and then reverse 4 and 7, and 5 and 8 on the other side. Then, simply plug your Cisco into a standard POE injector and Your phone works.
