The TV has a convergence problem; the IC’s for that circuit will need to be replaced. The part(below) Number is from Toshiba, they provide good advice on replacement parts. Make sure what type of IC's your TV uses first. The cost for this repair runs around $450.00 or more.
Replace the defective Convergence Output IC Part Number 23905094 (STK392-110) using the revised “T” version IC Part Number 23135090 (STK392-110T). When Convergence Output failure is detected, it’s recommended that both IC’s be changed to the “T” type IC version. Inspect the Convergence Output IC’s for the “T” type version as shown in Figure 2. Replace the Convergence Output IC’s using the “T” type version Part Number 23135090 (STK392-110T).

try to stick to original part number if possible Pioneer uses this on the PRO-530 / PRO730 models . MCMELECTRONICS has the originals as STK392180 .Also you might want to check capacitors near those ICS for leakage .When these go out they will affect amplification from IC given you not enough adj room .
If the convergence is off more than 1/2 inch or so you can't adjust. you have a failure of hardware. most likely the output IC. This set has 2 outputs for convergence. Each output contains 3 circuits, Six circuits altogether 2 red ,2 blue and 2 green. The normal customer adjustment will only alow adjustment of blue and red. They should be converged onto the green. There is a much more complex adjustment in the service mode for Geometry and convergence. These adjustments are only needed when you replace a failed componnent like the output ic. These ICs have been upgraded several times since the production of this set. The latest and most powerfull version is STK394-160. If feel up to it I suggest changing both outputs and the corresponding output resistors. Then do a complete geometry and convergence alignment.

It sounds like it maybe the convergence ICs or it could just need adjustment from moving.If it does need new ICs they are STK392-110 and you can get replacement iCs and free instalation instructions at the following link. http://servicemanuals.vstore.ca/
If there was a color problem like convergence then change convergence amps, if no problem before storm, probably verticle output. A 7 pin IC located on rear of deflection board against heat sink that stands up.
