VA6 motherboard won't start up

I just build a system for a client and its giving me trouble.

specs...
ABIT VA6 mb
Celeron 500
1 x 128mb SDRAM PC-100 (NEC)
20gb Quantum drive
Voodoo3 AGP 16mb
Asus CD-ROm

PROBLEM

Motherboard will not boot when installed inside casing.....
(I unplugged everything and replaced the video card and ram
but still not boot)
I removed the board from the case and tried it on a testbench...
it works perfect this way

Is the board grounding / shorting  inside the case?
or do I have a bad board?

I feel for ya man, I've been working on it for three days (VA6) and is VERY
unstable....  swapped everything, yes, everything you could possibly connect
to a motherboard...  and no dice, unstable.     (i have multiple systems
available) (called Abit, and they agreed that it is probably a bad MoBo.)

It now has its very own RMA number and will soon be going back from wence it
came......

Now I will Try an FIC VIA Apollo Pro (without the onboard sound)

be forewarned, I learned from Abit that PCI slot #3 may conflict with the
onboard sound IRQ, so don't use that slot if you don't have to... or disable
the onboard sound in the bios.

tried everything you guys suggested  but still  nothing..
going to swap boards..

The most likely problem is the MEMORY.  Swap out the RAM and watch your
tourbles go away!

What kind of load do you have on the power supply?
Many of the switching power supplies used with PCs will
not regulate correctly unless they are loaded with
20% or more of their rated capacity.  Try adding
a hard disk to the power supply in addition to
your MB.  This may allow it to power up correctly.

Here's an update to my problem....

I eliminated the grounding issue by properly insolating the board.
I started up the system and it WORKED.
but this was shortlived........after I formated the drive and reset I had
the same problem again......no startup, no post, nothing....
I removed all the cards, disconnected all the drives......plugged in
another
video card......still nothing...

note:
only after 1/2 hour of use the power supply was letting out alot of hot
air
I suspect the power supply isn't giving the full output.....
I'm a little tired  now....
I'm going to replace the power supply tomorrow and maybe the slot1 card

Grounding inside the case is certainly the #1 suspect under these test
circumstances.  Try putting paper washers ( a bit of masking tape with
a little hole poked through it will also work) between your mounting
screws and the top of the motherboard AND between the mounting posts
and underside of the motherboard.  Make sure that there are no unused
posts left over from a past motherboard...remove them.

Were you testing it with the same power supply both inside and outside the
case? If so, then definitely check for grounding issues. If not, try a
different power supply (the one you used on the testbed) when it's in the
case and see what happens. It is also possible you have a bad board. Or that
your case is posessed. ;)
