Try disconnecting the power cable and leaving the unit to defrost completely for 24/48 hours.
If the problem disappears, then it was caused by ice buildup on condenser coil. In that case it is likely the consequence of a defective defrost system.
If defrost system was not causing the problem, then the fridge will still display the same problem after complete defrost. In that case check damper motor and temperature control.
Defrost system faults are most common reason for cooling problems of this kind.

The fan motor at the base of the fridge is what you referencing to or the fan on the interior? If it is the fan on the inside tthat is not blowing the the problem is the evaporator fan motor is out. Look for the vent near the temp control the fan is located behind those vents. Remove the panel that the vents on on and the fan is there. Take model and serial #'s to an appliance parts supply house for the proper motor. Relatively simple removal and replacement as you will see.
If the condenser fan is out it is located at the base of the fridge near the coil. This to is a simple removal and installation also

I am not a repair man, help me here, the air does not blow inside the freezer or the refrigerator. would the evaporator fan stop air from blowing into the freezer?
