My laptop comes on and works good for about 5 minutes, then just shuts down. It then wont start up. After about 30 minutes it will start up again and work for a longer period of time. I opened it up and it looks like the CPU fan is not operating. But, it also has lots of copper tubing around it. Is this copper tubing part of the CPU cooling system, and what can I do to fix it if it is?

You are correct and you are correct. The copper tubing is part of the cooling system and are referred to as heat pipes because they transport heat from the processor to the fan and cooling fin area.
The laptop is shutting down from overheating. Now usually this is caused by the fins getting plugged up with lint and dust. Sometimes this lint/dust/hair buildup can get thick enough that if you try to blow it out it can jam up the cooling fan.
Now if the fan has seized due to bearing failure then it is a bit more complicated and expensive then if it was just plugged cooling fins.
Technically you will have to order a new cooling fan and then take your laptop apart to install it.
If you are pretty mechanical and technically savvy you might be able to get a few more miles out of the fan if you take it apart and clean and oil it with a good synthetic oil.
When I do these jobs for myself and others I always clean and reapply a good heatsink compound to the processor and sink.
If the unit is overheating due to circulation problems, the old grease used in the original heatsink compound can become dry and hard. Dry and hard does not transfer heat nearly so well.
Now if you want to fix it yourself then you should be somewhat technically savvy about delicate electronics. A good understanding of thermal dynamics cant hurt either. One stray static spark and that motherboard may never boot up again. So be very careful. I have gotten a number of laptops for repair because people were inside them.
Personally I only charge about 25 to 30 for a clean up job that includes reseating the heatsink with new compound. I charge roughly 280, depending on model, to put in new motherboards.
If I get the laptop in pieces I charge double. I really hate that as you have no idea what has been lost or hosed.
Note: Shops in your area may charge differently.

The periodic shutdowns are usually associated with self-protective behaviour on cpus when their temperature reaches a threshold.

there's is no much to do but actually to replace the fan and if you have confirmed the failure you may need order this component if it's avaliable for sale directly fromthe manufacturer. by having a replacement item you will know what is part of the unit what's not to proper dismantle and replacement the failing component.

to replace and to get a better understanding of the internal components review the service manual found here

I know it's not the answer you were looking for but I hope it helps.

Well you may have diagnosed the problem yourself. The fan, can be replaced, obtain spare parts direct from Sony PC's. Go to website and contact them, they will indicate where to go what to do. perhaps it is just in need of a Fan controller, OR a Laptop Cooler pad,

You need to get the codes read. My guess would be some sensor is sending an overheating code to the computer which in turn is protecting the engine by shutting it down. If you don't have a reader, most auto parts shops will do a free read for you.

1998 mustang 3.8 v6 will not start.

First I would check the fuel shut off switch, push down on the red button, switch is located in trunk. Make sure you are getting fuel and fuel pump fuse is ok. You can remove fuel line from fuel filter and turn key on to see if fuel comes out of hose and also get a glass jar and take a fuel sample to see if anything is in fuel. Sounds like you may be having a fuel problem.

Computer clock

Not sure if this will help as my previous experience is that the clock starts at 12:00 each time it is started up.

In my case it was a flat computer battery that keeps the BIOS active when shut down, hence it was losing all it's settings each time it was shut down.

Note: This does not explain the looping, so this answer may be one "just to try" if no other answers come up.
