You may have a condition known as "siphoning". This is caused by the drain hose not being high enough off the floor, or not having a proper air gap at the standpipe in order to drain properly. This creates a suction and the washer will constantly drain as it tries to fill. The following link explains:

Most likely the water coming into the washer through the Water Inlet Valve could be siphoned out to the drain pump and out the drain hose because of an issue with the pump or plumbing. Is your washer overfilling?Is the washer detecting an overheat error? Observe carefully as to what part of the washing cycle the water is draining out. Washing machine keeps filling and draining at the same time and wont fill enough to move on to the next cycle

Hi,
The drain hose is too low and the water just runs right out...The highest point of the drain hose needs to be higher then the top of the washer before it goes back down into the drain. Also if the hose is sticking into water it can create a siphon which pulls the water out of the washer... make sure that you also have an air gap...

Roper washer leaks when filling

It's in the drain hose somewhere,during the fill the water gets as deep in the drain hose as it does in the washer,during the wash the pump runs in reverse keeping the water level in the hose low,during the drain the hose is filled again.
Prop the washer up in front on a couple bricks or boards,start putting in water until it starts to leak and take a peak under the machine.

Doesn't fill all the way

the solution to the problem was....a few days before we noticed the washer was not filling all the way, the plumber had come over to clear our pipe, because it was not draining. He had tightened the clamp we were using to keep the pipe in place too tightly, it was air tight and it was creating a vacuum and siphoning the water out when it got to a certain level. We took the clamp off since there was no longer a need for it and the washer fills up and drains as it should.

Water will not stop filling washer

cut power to washer ..does it stop filling? suspect water level control or small hose to it is off ..keeps running in? shut off water to washer and change fill valve where hoses attach..just won't fill to top and start? raise level of drain hose up and be sure it is not too tight in drain pipe to prevent siphoning

Washer won't fill

On the drain valve there must be some dirt that does not let the valve close or the valve must be defective and needs to be replaced. By the way you did not mention the make of the washer.

missmelissa, sounds like you are siphoning. Lift the drain hose from the drain and see if it fills then. You need to have a air gap on the drain so you don't get the siphoning affect. Catriver..post back.
