First inspect the interior of the computer case while the system is running. A high pitch whine (ambulance sound) is often a cable getting in the way of one of the fans. Adjust accordingly if that is the case.

Second, is your computer starting/completing the POST self test? Do anything at all appear on the screen?

If not, try reseating CPU and then the RAM. Do each these steps one at a time. Sometimes that slip out of place because of the interior heat temperatures. Let me know if this helps or provide more info.

For reference, specifically, this would be indicative of an alarm on the motherboard. The only typical alarm of this nature would be an overtemperature alarm, either for chassis or (more typically) CPU temperature. In this case, it sounds like the CPU fan was failing, causing the CPU to overheat; once the threshhold temperature was reached (BIOS configurable), the alarm sounded. Remember, boys and girls, if your computer is making a sound like an ambulance, there's probably something bad going on.
