Switch it off, open doors, and let it defrost naturally, you could leave a bowl or two of hot water in the bottom, but do not try to speed up the defrost precess(spraying anti freeze causes odour problems later).
then make sure all drains/vents are clean.

GE Ice Maker Auger Motor won't move with tray out

If the auger motor won't turn by hand, it's possible that it is frozen and needs to be removed and thawed out. You can try spraying it with cooking spray after it's dried out to help prevent future freezing. Before removing the auger motor, make sure to unplug the refrigerator and turn off the water supply to the ice maker. You may need to remove the ice bin and any surrounding parts to access the motor. Once you've removed the motor, you can thaw it out by leaving it at room temperature or using a hairdryer on a low heat setting. Be careful not to overheat the motor. After thawing, you can test the motor to see if it's working properly. If the motor still doesn't turn, it may need to be replaced.

Ice maker will not dispense ice. The motor doesn't seem go be engaging Can the ice maker be replaced?

Of course the ice maker can be replaced, but it sounds like your auger motor may be frozen. Open freezer, remove ice bin, and manually try to turn the U shaped metal part there. You should be able to turn it with medium effort. If it does not turn, replace the auger motor. Thawing it out will not solve problem, as moisture in motor will cause a repeat of the problem when it re-freezes.

GE Monogram ZISW36DYA ... frozen ice-cycle rivulets run down both sides of freezer (water off for days to verify it is not ice maker) ... defrost control clicks when rotated and advances with time ... do...

Seems to me that might be a clogged defrost drain or maybe a dripping water valve. Doing that. I have the service manual with nice pictures in it that show clearly how to access the components.

Ice maker doesn't work

When you say you are getting water do you mean you are getting water in the ice maker tray? If so then unfortunately you will need to replace the ice maker. If not getting water to the ice maker then make sure the fill tube to the ice maker isn't frozen shut. If so, thaw it out and see what happens. If it isn't frozen shut then replace the ice maker. New ge ice makers, when installed, will not cycle until the ice maker gets below freezing so you will have to wait once it is installed.
